Custodians stand among the highest authorities within Blacksky and serve as the senior leaders of High Command beneath the Founders. Their responsibility extends across every Pillar, command structure, and institutional function of Blacksky, with authority centered upon preserving the stability, continuity, direction, and long-term integrity of the organization as a whole.
Unlike subordinate command positions, Custodians are not defined by responsibility for a particular Chapter, Section, Legion, or Pillar. They operate above individual command structures, providing High Command oversight while preserving the authority entrusted to the leaders beneath them. Custodians evaluate senior leadership, coordinate matters that cross Pillar boundaries, review major structural actions, and intervene when organizational failures or Imperium-wide interests require High Command authority.
Custodians are responsible for ensuring that Blacksky's individual Pillars continue to function as parts of a unified organization rather than independent institutions. They work with Pillar leadership to maintain alignment, resolve conflicts between command structures, support long-term development, and ensure that organizational growth does not compromise Blacksky's standards, identity, or structural integrity.
Working directly alongside the Founders, Custodians help translate Blacksky's long-term vision into sustainable institutional direction. Their decisions may shape policy, governance, leadership standards, structural development, major reforms, and the future evolution of Blacksky itself.
The rank of Custodian is not awarded through popularity, tenure, or status alone. It is reserved for individuals who have demonstrated exceptional leadership, institutional judgment, restraint, unwavering commitment, organizational mastery, and the ability to carry responsibility at the highest level of Blacksky command.

Core Expectations:
✦ Oversee the long-term stability, direction, continuity, and institutional health of Blacksky
✦ Provide High Command oversight across all Pillars and major command structures
✦ Preserve subordinate authority while ensuring alignment with Blacksky-wide direction
✦ Guide organizational policy, structural development, governance, and strategic growth
✦ Supervise, mentor, and evaluate senior leadership across Blacksky
✦ Maintain cohesion and coordination between Blacksky's Pillars and leadership structures
✦ Resolve cross-Pillar conflicts and organizational issues requiring High Command authority
✦ Review and authorize major structural actions requiring Custodian-level judgment
✦ Assist the Founders in shaping Blacksky's long-term direction and evolution
✦ Preserve Blacksky's standards, culture, history, institutional identity, and continuity
✦ Lead major reforms, initiatives, and responses to Blacksky-wide challenges
✦ Develop and evaluate future High Command leadership
✦ Set the standard for judgment, restraint, discipline, accountability, and command presence across Blacksky

The Founders stand as the highest and final authority of Blacksky. Their position exists above the conventional leadership structure and carries ultimate responsibility for the preservation, direction, identity, and continuity of the Imperium.
Unlike traditional leadership positions, Founders are not defined by the routine administration of Chapters, Legions, Pillars, or individual organizational functions. Blacksky is designed to operate through the leadership structures established beneath them, with Custodians serving as the highest office attainable through standard progression and carrying responsibility for the continued stewardship of the organization alongside the Founders.
Founder authority exists to safeguard Blacksky beyond the concerns of any individual rank, command structure, Pillar, Legion, or generation of leadership. Founders preserve the institutional identity of Blacksky, establish its ultimate direction, resolve matters of exceptional significance, and exercise final authority when the continuity or future of the Imperium requires it.
At this level, leadership extends beyond command. A Founder must consider not only what Blacksky is today, but what it must become without losing the identity, principles, and institutional continuity that define it. The position therefore carries both the greatest authority within Blacksky and the greatest responsibility for ensuring that the Imperium can endure beyond any individual era of its existence.
Founder authority is final within Blacksky.
Authority Scope:

✦ Founders serve as the final authority in matters that cannot be resolved through subordinate command structures
✦ Founders are expected to preserve established leadership authority and allow Blacksky to function through its intended structures rather than unnecessarily replacing them
✦ Founder authority carries responsibility for the preservation of Blacksky beyond any individual Chapter, Legion, Pillar, leadership generation, or era
Designation of Founder:
Founder exists outside Blacksky's traditional chain of promotion and cannot be attained through conventional advancement, certification, tenure, or service requirements.
No rank, including Custodian, carries an inherent right of succession to Founder.
The authority to appoint or recognize a new Founder belongs exclusively to BSK EXiLE. This origin-level authority is absolute, permanent, and non-transferable. No Founder, Custodian, council, vote, command body, or other authority within Blacksky may independently create, appoint, or recognize another Founder.
Appointment to Founder therefore represents an extraordinary act of recognition rather than a conventional promotion and may occur only through the authority established above.
