THE BLACKSKY SENATE
Historically, the Roman Senate served as one of the most influential governing institutions within the ancient world—preserving order, advising leadership, and shaping the long-term direction of the empire. Within Blacksky, the Senate fulfills a similar role.

The Blacksky Senate exists as a governing and advisory body responsible for preserving institutional stability, representing the voice of experienced membership, and providing counsel on matters affecting the future of the Imperium. While the Warlords and Founders maintain final command authority, the Senate serves as a critical pillar of guidance, discussion, oversight, and long-term continuity within Blacksky.

The Senate is composed of respected veterans, proven leaders, and trusted members who have demonstrated exceptional commitment, maturity, and understanding of Blacksky’s structure and culture. Through discussion, proposals, and strategic review, Senators and Advisors assist in shaping policy, reviewing initiatives, strengthening organizational structure, and ensuring leadership remains connected to the broader community.

The Senate operates through dedicated Senate channels and formal meetings where active proposals, structural concerns, future initiatives, and community matters are reviewed and discussed. Senate sessions are held at minimum twice per month, though additional sessions may be convened when necessary.

Membership within the Senate is both an honor and a responsibility. Those who hold Senate authority are expected to act with discipline, professionalism, sound judgment, and long-term consideration for the stability and future of Blacksky.

SENATE REQUIREMENTS:
✦ Willingness to volunteer time toward administrative and advisory responsibilities
✦ Elected by the membership or appointed by the Custodians/Founders
✦ Hold the rank of Legionary or higher
✦ Recognized as a veteran member through tenure, activity, and community knowledge
✦ Maintain maturity, professionalism, and a strong understanding of Blacksky culture
✦ Exceptions may be granted at the discretion of the Custodians or Founders

ADVISOR | Elected Representative

Advisors serve as elected representatives within the Blacksky Senate and provide the broader membership with a direct voice in Senate deliberation. Entrusted with the confidence of their fellow members, Advisors gather feedback, raise concerns, introduce ideas, and ensure that the experiences and perspectives of Blacksky’s membership remain represented during institutional discussion and review.

Unlike positions within Blacksky’s command structures, Advisors do not derive authority from operational command or hold authority over members by virtue of their Senate office. Their influence is rooted in representation, trust, reputation, experience, and the confidence placed in them through election.

An Advisor is not expected merely to repeat the opinions presented to them. They are responsible for considering those perspectives alongside the broader interests, established structure, and long-term health of Blacksky. Senate deliberation requires independent judgment, and Advisors must be capable of distinguishing between immediate concerns and matters carrying wider organizational consequences.

Advisors participate in Senate meetings, deliberations, proposal reviews, and the examination of matters brought before the Senate. They may identify structural concerns, propose improvements, question existing practices, and contribute recommendations for consideration by appropriate Blacksky leadership.

Election to Advisor represents recognition from the membership itself. It reflects the trust placed in an individual to represent others responsibly, deliberate in good faith, and contribute to Blacksky’s continued development without allowing personal interests, individual relationships, or temporary disagreements to outweigh the responsibilities of the office.

Reports to: Consul

Term Structure:

✦ Advisors may serve a maximum of two (2) consecutive terms
✦ Senate terms last three (3) months each
✦ Following two consecutive terms of service, a six (6) month waiting period is required before becoming eligible for re-election

Core Expectations:
✦ Represent the perspectives, concerns, and interests of Blacksky’s membership within the Senate
✦ Maintain communication with members and remain receptive to feedback relevant to Senate consideration
✦ Participate actively and consistently in Senate meetings, deliberations, and proposal reviews
✦ Exercise independent judgment when evaluating matters brought before the Senate
✦ Raise legitimate concerns and propose constructive ideas or organizational improvements
✦ Consider the wider and long-term interests of Blacksky when participating in Senate deliberation
✦ Maintain professionalism, maturity, impartiality, and good faith throughout Senate proceedings
✦ Respect the authority and responsibilities of Blacksky’s established command and institutional structures
✦ Place the responsibilities of representation above personal interests, relationships, or individual disputes
✦ Contribute to the stability, development, and institutional health of Blacksky through responsible representation

Prerequisites / Requirements:
✦ Must be elected by the membership of Blacksky
✦ Must hold the rank of Legionary or higher
✦ Must demonstrate sufficient activity, maturity, reliability, and standing within Blacksky to effectively represent its membership

SENATOR | Appointed Representative

Senators are permanent members of the Blacksky Senate entrusted with preserving institutional continuity, providing experienced judgment, and contributing to the long-term direction and development of Blacksky.

Unlike Advisors, who are elected by the membership to serve temporary representative terms, Senators hold permanent positions within the Senate. Their place within the institution reflects sustained trust, experience, leadership maturity, institutional knowledge, and demonstrated commitment to Blacksky over time. Senators provide the Senate with continuity between election cycles and ensure that its deliberations retain the experience and organizational perspective necessary for responsible long-term consideration.

Senators participate in deliberations concerning policy, organizational structure, major initiatives, governance, long-term planning, and matters affecting Blacksky as a whole. They are expected to evaluate proposals beyond their immediate effects, consider historical precedent and existing doctrine, identify potential structural consequences, and provide guidance grounded in a comprehensive understanding of the organization.

The role of Senator carries influence rather than conventional command authority. Senators may question, deliberate, advise, propose, and contribute recommendations through the Senate, but their office does not independently grant command authority over Chapters, Legions, Pillars, or their respective leadership structures.

Senators may enter the Senate through appointment by High Command or through advancement to Legatus within Imperium Command. A member promoted to Legatus is automatically recognized as a Senator and retains that Senate designation as a permanent institutional office independent of their continued service as Legatus.

Appointment or recognition as a Senator represents one of the highest institutional distinctions within Blacksky outside of High Command. It signifies that an individual has been entrusted not merely to represent the concerns of the present, but to help preserve the experience, continuity, and institutional memory necessary to guide Blacksky into the future.

Appointment & Tenure:

✦ Senators appointed directly to the Senate are selected through recognition by High Command
✦ Promotion to Legatus automatically confers permanent recognition as a Senator
✦ Senators are not subject to election cycles or conventional Senate term limits
✦ Senate tenure is permanent unless the individual resigns the office, leaves Blacksky, is removed from Blacksky, or is stripped of the designation through appropriate High Command action
✦ Loss or departure from another leadership position does not independently terminate Senate status unless otherwise determined through established Blacksky authority

Core Expectations:
✦ Participate actively in Senate deliberations, reviews, and long-term planning
✦ Provide experienced and independent judgment on matters brought before the Senate
✦ Evaluate proposals, policies, and initiatives for their broader organizational and long-term consequences

CONSUL | Head of the Blacksky Senate

The Consul serves as the head of the Blacksky Senate and holds responsibility for the leadership, administration, effectiveness, and institutional continuity of the Senate as a whole.

Operating above the individual offices of Advisor and Senator, the Consul organizes Senate activity, presides over deliberations, maintains the integrity of Senate proceedings, and ensures that matters brought before the institution receive appropriate consideration. They are responsible for creating the structure through which differing perspectives can be examined productively without allowing disagreement, personal interests, or procedural disorder to undermine the purpose of the Senate.

The Consul does not determine what Advisors or Senators are expected to believe, nor does the office exist to manufacture consensus. Advisors retain their responsibility to represent the membership, while Senators retain their responsibility to provide independent judgment and institutional perspective. The Consul is responsible for ensuring that both voices can fulfill their intended purpose within an orderly and effective deliberative institution.

When Senate consideration produces recommendations, proposals, concerns, or formal conclusions requiring action beyond the authority of the Senate, the Consul is responsible for consolidating and presenting those matters to the appropriate Blacksky leadership. In this capacity, the Consul serves as the primary institutional link between Senate deliberation and High Command while ensuring that matters involving another Pillar are communicated through the appropriate leadership structure.

The Consul is also responsible for preserving continuity within the Senate itself. Election cycles may change its Advisors, new Senators may enter the institution, and the matters facing Blacksky may evolve over time, but the Consul must ensure that Senate records, procedures, institutional knowledge, and deliberative standards remain stable across those changes.

Appointment as Consul represents the highest office within the Blacksky Senate and reflects exceptional trust in an individual’s judgment, impartiality, maturity, organizational ability, and understanding of Blacksky as a whole.

Authority Scope:

✦ The Consul serves as the highest authority within the Senate Pillar of Blacksky
✦ Their authority extends across the administration, coordination, proceedings, records, and internal operations of the Senate
✦ The Consul presides over Senate deliberation but does not possess authority to dictate the positions, votes, recommendations, or independent judgment of Advisors and Senators
✦ The Consul may establish and enforce reasonable procedures necessary to preserve orderly, productive, and legitimate Senate proceedings
✦ The Consul serves as the primary institutional liaison between the Senate and High Command
✦ The Consul does not exercise direct command authority over other Pillars or institutional structures of Blacksky
✦ Leadership positions within those structures operate through their own established chains of command and report to High Command as defined by Blacksky governance
✦ Senate recommendations, proposals, and concerns affecting another Pillar must respect that Pillar’s established authority and be communicated through the appropriate leadership structure
✦ Cooperation between Pillars is expected; however, authority remains within each Pillar’s established structure unless otherwise directed by High Command
