Proctor I instructors conduct Marshal certification programs, evaluate candidate performance, identify leadership strengths and weaknesses, and maintain the certification standards established by the Leadership Academy. Where deficiencies are identified, the Proctor is responsible for providing appropriate guidance and ensuring that certification is not granted until established requirements have been satisfied.
Certification by a Proctor I establishes that a candidate has demonstrated the Academy requirements necessary for Marshal eligibility. It does not independently promote an Enforcer to Marshal, guarantee future promotion, or supersede the authority of Imperium Command. Selection and advancement remain the responsibility of the appropriate command structure through Blacksky’s established promotion process.
The role exists to ensure that Chapter leadership begins with preparation, accountability, demonstrated understanding, and proven readiness rather than assumption, popularity, or advancement without qualification.

Authority Scope:

Proctor II instructors conduct Exarch certification programs, evaluate leadership maturity and strategic decision-making, examine a candidate’s understanding of Section structure, and assess their ability to preserve subordinate command authority while maintaining effective oversight. Candidates must demonstrate that they can move beyond the interests and perspective of the Chapter they previously commanded and evaluate the health, leadership, and development of multiple Chapters impartially.
Particular emphasis is placed upon the relationship between Exarch and Marshal. Future Exarchs must understand when oversight is necessary, when intervention is justified, and when a Marshal must be allowed to exercise the authority of their own command. Certification therefore evaluates not simply whether a candidate can exercise greater authority, but whether they possess the restraint and judgment necessary to exercise that authority appropriately.

Proctor III instructors conduct Legatus certification programs, evaluate advanced organizational judgment, examine strategic and structural decision-making, assess succession awareness, and test a candidate’s ability to identify weaknesses that may threaten the wider Legion. Candidates must demonstrate that they can move beyond the interests of their own Section and make decisions according to the health and long-term interests of the Legion as a whole.
Particular emphasis is placed upon command through subordinate leadership. Future Legati must demonstrate the ability to guide and evaluate Exarchs, establish Legion-wide direction, preserve the authority of subordinate commanders, and maintain cohesion between Sections without unnecessarily assuming responsibilities belonging to the leaders beneath them.
Certification at this level also requires candidates to demonstrate sufficient leadership foresight. A prospective Legatus must understand how leadership development, succession, Chapter growth, structural expansion, and long-term planning affect the continued health of a Legion beyond immediate operational concerns. They must be capable not merely of inheriting a functioning Legion, but of preserving and developing one through changing leadership, growth, adversity, and future expansion.

Operating above the Proctor structure, the Master of the Academy establishes and maintains the standards through which future Marshals, Exarchs, and Legati are prepared and evaluated. They oversee Academy doctrine, curriculum, instructional quality, certification requirements, Proctor development, and the institutional processes necessary to ensure that leadership readiness is assessed consistently throughout Blacksky.
The Master of the Academy does not personally determine who receives command within Imperium Command. The Academy establishes whether candidates have satisfied the educational, developmental, and evaluative requirements necessary for certification, while promotion and command appointments remain within the authority of the appropriate Imperium leadership structure. This separation ensures that neither Pillar may independently control the entire advancement process.
The Master is responsible for protecting the independence and credibility of Academy certification. Certification standards must not be weakened because a candidate is popular, urgently needed for promotion, supported by influential leadership, or otherwise favored outside the Academy. Likewise, Academy authority must never be used to interfere with legitimate command decisions beyond the certification responsibilities entrusted to it.
Through the Proctors beneath them, the Master ensures that certification develops alongside the responsibilities of command itself: preparing Enforcers for Chapter leadership, Marshals for Section oversight, and Exarchs for Legion command.
