An Exarch commands a Section consisting of one or two Chapters within a Legion. They are responsible for the stability, cohesion, leadership, and long-term development of the Chapters placed under their oversight.
Operating above the Chapter level, an Exarch does not replace or unnecessarily interfere with the authority of individual Marshals. Instead, they guide and evaluate the Marshals under their command, monitor Chapter health, address structural concerns that exceed the authority or capability of a single Chapter, and ensure Blacksky standards and Legion direction are maintained consistently throughout the Section.
Exarchs oversee Chapter growth and authorized splits within their Section, assist with leadership transitions, develop Marshals for future advancement, and ensure sufficient leadership depth exists to support continued expansion. They also serve as the primary link between Chapter leadership and the Legatus, communicating the condition and needs of their Section while carrying Legion-wide direction downward through the command structure.
At this level, leadership expands beyond the success of a single Chapter. An Exarch must be capable of maintaining cohesion between multiple leadership teams while allowing each Marshal the authority necessary to command their own Chapter effectively.
This rank marks the transition from Chapter command into Legion command.

The Legatus is the commanding authority of a Blacksky Legion. Entrusted with command of up to ten Chapters organized across multiple Sections, they are responsible for the cohesion, leadership, discipline, growth, and long-term stability of the Legion as a unified structure.
Operating above the Section level, a Legatus commands primarily through the Exarchs beneath them. They guide and evaluate Exarch leadership, establish Legion-wide priorities, monitor the health and development of subordinate Sections, and ensure that Blacksky standards and strategic direction are maintained throughout the Legion. While the Legatus retains authority across every Chapter under their command, they are expected to preserve the established chain of command and allow Exarchs and Marshals to exercise the authority entrusted to their respective positions.
The Legatus is responsible for maintaining sufficient leadership depth throughout the Legion, approving authorized Chapter formations and structural adjustments, overseeing major expansion, and preparing the Legion for continued growth. They must identify weaknesses before those weaknesses threaten the wider command structure and ensure that individual Sections do not become isolated entities operating independently of Legion direction.
At this level, command is no longer measured by the success of a single Chapter or Section. A successful Legatus must make multiple Sections, leadership teams, and Chapters operate as a single cohesive Legion while developing the Exarchs and future command staff necessary to sustain it.
Legati also serve within the Blacksky Senate, representing the condition and interests of their Legion while contributing to broader discussions concerning structure, policy, expansion, and the long-term direction of the Imperium.

The Praetorian is the senior oversight authority of the Imperium Pillar and is entrusted with the stability, cohesion, and leadership integrity of up to five Blacksky Legions. Operating above Legion command, Praetorians ensure that each Legion under their oversight remains structurally sound, properly led, aligned with Blacksky standards, and capable of sustained growth.
Praetorians exercise their oversight primarily through the Legati beneath them. They evaluate Legion leadership, mentor and develop Legati, monitor the structural health of subordinate Legions, and identify weaknesses that may threaten the wider Imperium. While their authority extends throughout the Imperium command structure, Praetorians are expected to preserve the authority of subordinate commanders and intervene directly only when circumstances require senior oversight.
Unlike a Legatus, whose responsibility is to command and unify a single Legion, a Praetorian must maintain alignment between multiple Legions without unnecessarily interfering with their individual command structures. They ensure that Legions do not become isolated, structurally incompatible, or detached from the wider direction of Blacksky while allowing each Legion the autonomy necessary to operate effectively under its own leadership.
When instability, stagnation, leadership failure, or structural breakdown threatens a Legion, the Praetorian is responsible for restoring command integrity and ensuring corrective action is taken through the appropriate chain of command.
At this level, leadership becomes institutional. Praetorians are responsible not simply for the success of subordinate Legions, but for the continuity, scalability, and structural integrity of the Imperium Pillar itself. The position requires exceptional judgment, restraint, organizational awareness, and the ability to distinguish between situations requiring oversight and those requiring direct intervention.

Authority Scope:
✦ Praetorians serve as the highest operational command authority within the Imperium Pillar of Blacksky beneath High Command
✦ Their authority extends across Chapters, Sections, Legions, and all subordinate ranks contained within the Imperium command structure
✦ Praetorians exercise routine oversight primarily through Legati and are expected to preserve established subordinate command authority
✦ Praetorians may intervene directly within subordinate command structures when leadership failure, structural instability, disciplinary necessity, or Imperium-wide interests require senior action
✦ Praetorians do not exercise direct command authority over the other Pillars of Blacksky, including Operations Command, the Leadership Academy, the Senate, the Colosseum, or the Blackguard
✦ Leadership positions within those Pillars operate through their own established command structures and report to High Command as defined by Blacksky governance
✦ Cooperation between Pillars is expected; however, command authority remains within each Pillar's established chain of command unless otherwise directed by High Command
