Rank Overview:
An Exarch oversees a Section consisting of one or two Chapters within a Legion. They are responsible for ensuring that each Chapter under their authority remains stable, active, disciplined, and capable of long-term growth.

Operating above the Chapter level, Exarchs guide Marshals, monitor leadership performance, and ensure that Blacksky standards are upheld consistently across their Section. They assist with resolving structural problems, evaluating Chapter health, preparing Chapters for growth or division, and reinforcing Legion-wide direction issued by the Legatus.

An Exarch is expected to think beyond a single Chapter. At this level, leadership becomes less about direct participation and more about maintaining cohesion, developing future command staff, and preserving operational stability across multiple leadership teams.

This rank marks the transition from Chapter leadership into Legion command.

Reports to: Legatus

Core Expectations:
✦ Oversee the stability and performance of all Chapters within the Section
✦ Guide, mentor, and evaluate Marshals under their command
✦ Monitor Chapter growth, activity, and structural health
✦ Assist with Chapter splits, expansion, and leadership development

LEGATUS | Leader of a Blacksky Legion (1-10 Chapters)

Rank Overview:
The Legatus is the commanding authority of a Blacksky Legion. Entrusted with overseeing up to ten Chapters across multiple Sections, they are responsible for maintaining cohesion, discipline, and operational stability throughout the entire Legion structure.

A Legatus directs Legion-wide priorities, oversees Exarchs and Marshals, approves new Chapters, and ensures that all subordinate leadership remains aligned with Blacksky standards and long-term objectives. They are expected to maintain strong internal communication, reinforce organizational discipline, and preserve the overall health and effectiveness of the Legion under their command.

At this level, leadership extends beyond individual Chapters. A Legatus must balance growth, structure, leadership development, and operational consistency across an entire command network while ensuring the Legion continues to function as a unified force rather than a collection of isolated Chapters.

Legati also serve within the Blacksky Senate, contributing to broader discussions surrounding structure, policy, expansion, and the long-term direction of the Imperium.

Praetorians
oversee multiple Legions and serve as senior command authorities within the Blacksky Imperium. Entrusted with supervising up to five Legions simultaneously, they are responsible for preserving large-scale organizational stability, leadership consistency, and operational discipline across vast sections of Blacksky.

Operating above Legion command, Praetorians evaluate Legion performance, mentor Legati, monitor structural health, and intervene when instability, stagnation, or leadership failures threaten the integrity of the Imperium. They ensure that Blacksky standards are upheld uniformly across all subordinate Legions while maintaining alignment with the long-term direction established by high command.

At this level, leadership is no longer focused on individual Chapters or single Legions. Praetorians oversee systems, leadership networks, and the continuity of the Imperium itself. Their role is to preserve cohesion at scale while ensuring Blacksky remains disciplined, unified, and structurally sound as it expands.

Praetorians are expected to possess exceptional judgment, organizational control, and leadership maturity. The position carries significant authority and exists as one of the highest operational ranks within Blacksky.

Reports to: Custodians

Authority Scope:
✦ Praetorians serve as the highest command authority within the Imperium Pillar of Blacksky.
✦ Their authority extends across Chapters, Sections, Legions, and all ranks contained within the Imperium command structure.
✦ Praetorians do not exercise direct authority over the other Pillars of Blacksky, including Operations Command, the Leadership Academy, the Senate, the Colosseum, or the Blackguard.
✦ Leadership positions such as the Executor, Master of the Academy, Prefect of the Colosseum, and Senate leadership operate as independent Pillar authorities and report directly to the Custodians alongside the Praetorians.
✦ Cooperation between Pillars is expected; however, command authority remains within each Pillar's established chain of command unless otherwise directed by the Custodians.
